It's often not clear who is supposed to step up and make something happen. Our natural tendency can be to say "let me know what I can do" or avoid eye contact in hopes of dodging needing to act. We can of course say after it wasn't clear who was supposed to be the person acting and we wouldn't be wrong.
Better to practice being a part of moving things forward rather than letting them stay stuck. It's a great litmus test of our character and personal leadership when we put our hand up, especially when no one is expecting us to.
